Uganda’s path forward therefore lies in creating opportunities for rural youth, given that 75 percent of the workforce is engaged in the agricultural sector. Of this 75% agricultural focus, Ugandan youth represent 55 percent of this sub-population, where 70 to 80 percent of this group are women. It is against this background that USAID/Uganda’s Economic Growth Office designed the flagship Feed the Future Uganda Youth Leadership for Agriculture Activity (“YLA” or “the Activity”). The purpose of the Activity is to increase economic opportunities for approximately 350,000 youth (aged 10 to 35) in agriculture-related fields in order to increase their incomes through building entrepreneurship, leadership and workforce readiness.    The YLA performance evaluation is estimated to begin on January 13, 2019 and be completed no later than June 30, 2020 with an estimated LOE of 45 days.   Purpose of the Evaluation The YLA performance evaluation focuses on learning. Its purpose is to provide the Government of Uganda (GoU) and USAID/Uganda with insights and lessons learned regarding the relevance and effectiveness of the various approaches towards youth economic empowerment implemented under YLA. To this end, the evaluation will systematically examine how the Activity contributed towards CDCS result (IR 2.4) - Improving Economic Opportunities for the Youth. Furthermore, the evaluation will trace the pathways of change to ascertain how and why certain results were achieved. The insights and lessons learnt from the evaluation will be instructive for designing subsequent interventions that contribute both to CDCS IR 2.4 as well as the GoU’s priority objective of Enhancing the Availability and Quality of Gainful Employment (particularly for the youth), under the National Development Plan II. The produce is exported raw, as the country has no sufficient volume production to justify investments in processing; furthermore, specific post-harvest technologies are required for ensuring quality standards for export, which are not presently available in a consolidate management system in the country. Currently there is no official legal system regulating and monitoring cocoa production, nor a public framework with the mandate to promote the development and export of the sector. Promotion, regulatory framework and coordination of activities are therefore weak as a result. The private sector is operating without defined regulations and guidelines. The Ministry of Agriculture (MAAIF) has the mandate to regulate and guide the sector. The Uganda National Bureau of Standards has developed some standards for coca beans, processed cocoa and ochratoxin contamination and is working on updating them and in participation in the ISO technical committee for the ISO 34101 Sustainable and traceable cocoa. Responsibility and core functions This assignment is related to implementation of Part 1 Result 1: Draft the policy, legal, regulatory and institutional framework, including standards, guidelines and best practices along the cocoa value chain. A particular focus will be set on women’s empowerment and on mitigation of climate change/environmental impacts. The Activity is a five-year project to increase incomes and improve the livelihoods of households through agriculture-led inclusive economic growth. Inclusivity refers to the active participation and engagement of all actors looking to participate in the market system, including the poor, women, youth, ethnic minorities, or other marginalized groups who are often excluded – or exploited – by traditional market systems. Background: NUTEC Financial Services (NUTEC-FS) is a DFID-funded blended finance facility to enhance the agriculture market system in Northern Uganda.  It began implementation in early 2019 and will run until March 2022. To implement the facility, Mercy Corps as the implementing partner of DFID is partnering with Equity Bank Uganda to establish a risk sharing credit fund for lending to agribusinesses and agriculture projects that would otherwise be considered ‘too high a risk’ for commercial lending. This is often referred to as “the missing middle”- smaller, often informal SMEs active across the agricultural value chain.   The new portfolio of loans will aim to adopt innovative risk assessment and management strategies that incentivise financial institutions to adopt reduced borrowing requirements and make lending capital available to a wider segment of the market.   NUTEC-FS made an ambitious commitment to DFID: Support Equity Bank to lend £25 million within three years, backed by a DFID guarantee of £6 million.     To deliver on that commitment, NUTEC-FS works with Equity Bank to adopt innovative products and enhanced risk assessment and management strategies that incentivise the Bank to reduce borrowing requirements and make lending capital available to a wider, deeper segment of the agribusiness market. The individual will grow the bank’s market position through development and execution of an agribusiness sales strategy to drive growth in the agribusiness portfolio and achieve laid down loan book value and quality targets.    Key Responsibilities will include: Collaborate with the relevant bank teams to structure/develop Agri Trade lending solutions. The consultant will be required to work with the bank team to identify potential agribusinesses and other commodity trade players in the market to inform the new product. Engage with commodity finance stakeholders including the partner FI, NUTEC FS team, agribusinesses and farmers, potential collateral managers’/monitoring agents, etc to incorporate requisite feedback, meet market demand and ensure additionally to the market. Support the FI to set up systems to drive the uptake and growth of Agri Trade Finance incomes and business volumes from the process of deal origination, structuring and credit approval to contracting and placement to ensure that the process is finalized within optimal time.
