Job-ID: P1533V980 Location: Soroti Assignment period: 11/01/2019 - 09/30/2021 Field: Governance Type of employment: full-time Job description The German Federal Ministry for Economic Cooperation and Development (BMZ) commissioned the GIZ to implement the Responsible Land Policy Program, which is part of the special initiative One World No Hunger (SEWOH). The program is implemented in several countries, including Uganda. The main tasks include the support of the various decentralized land agencies in selected districts in Teso sub-region (District Land Offices and Area Land Committees) as well as civil society organizations in the documentation and registration of traditional land ownership rights of the rural population. In close cooperation with the project team, their capacities are strengthened through training provision and close support. The aim of the project is to document 5,000 land parcels (traditional land rights) and to solve 80% of the resulting land conflicts. Both local authorities and civil society are to be strengthened.     Your tasks Advising the District Land Offices, District Land Boards, and Area Land Committees at the Subdistrict, as well as civil society partner organizations on land documentation and registration and, where applicable, on issuing Certificates of Customary Ownership documents Support the further establishment of an appropriate approach to land conflict resolution Work closely with the project team to support implementing partners and land mapping teams on technical issues such as surveying, IT, correct application of the data capture software and QGIS data management Organization and implementation of trainings and mentoring to strengthen the capacities of the partner structures including close field level support of the land mapping teams   Your profile Experience in recording and registering of land rights Skills in the application of land survey methods, especially GNSS based procedures and approaches Ability to analyze and comply with legislation (land laws, physical planning act, environmental law) Comprehensive IT skills including Geographic Information Systems (GIS) and Cartography and database management (including QGIS / PostGIS) Experience in advising public authorities and non-governmental organizations Knowledge of alternative conflict resolution mechanisms Strong English skills (C1) Driving permit class B and driving experience Location information Location: Soroti, Teso sub-region, Eastern Uganda Climate: Tropical; in the winter dry season Healthcare: Primary care available; good supply in Kampala Shopping and Supply Facilities: Good in Soroti; special articles and imported goods are available in Kampala School situation and school fees: The place of work is not suitable for families with school-age children Notes GIZ's Development Service is looking forward to applications of candidates with a professional qualification and / or university degree and at least two years of professional experience.  In addition you hold the German nationality or the nationality of a member state of the European Union. Development workers contribute their professional expertise to non-governmental and state organisations in partner countries. They train, advise and design projects jointly with the partner organisations. Development workers do not receive a customary salary, but can instead claim a living allowance, as well as family, health and insurance benefits. Your assignment will begin with several intensive weeks of preparation (including for your family) in Germany and in your partner country.
