Senior HR & Admin Assistant Location:   Jinja, Uganda   Senior HR & Admin Assistant   Position: Senior HR & Admin Assistant Reports to: Human Resources Officer Supervises: Administration Assistant - HR Location: Jinja   Job Purpose :  The Sr HR/Admin Assistant is responsible for providing HR and administrative support to the Human Resource function in line with URC policies and Guidelines.   Specific duties and responsibilities: Human Resource Management Provide HR support through coordination of recruitment process such as advertising vacancies, collecting CVs, screening candidates, and setting up interviews for selected applicants with the relevant staff on the project, providing interview feedback. Ensure support staff enrollment in local benefit plans staff i.e. medical and group personal accident insurance service providers as appropriate and follow up invoices for payment. Provide support and follow up the timely submission of electronic and paper timesheets, and the timely completion and submission of Labor Adjustment Forms, when needed. Maintain and update the project/personnel paper and electronic files. Keep files in an organized, orderly manner so that records can be referred to and deciphered clearly in the event of an audit or need for historical information. Maintain an updated leave management data base.  Support the separation of employees due to resignation, termination and ensure that all the necessary exit documentation is completed. Set up appraisal schedules with line managers for probation & annual appraisal and follow up the submission of the appraisals. Administration Ensure Project vehicles have valid insurances; drivers have valid permits; insurance claims are timely processed. Identify and verify mechanical defects reported for vehicle repair and maintenance. Ensure effective management of inventory/stationary stocks and reconciliations in line with administration guidelines. Prepare and coordinate logistical arrangements for project staff travelling outside their region or for international visitors within the region. Provide monthly detailed reports.   Perform any other task assigned by supervisor and/ or Chief of Party. Required Experience and Qualifications Bachelor’s degree in Human Resource Management, Organizational/Industrial Psychology, Organizational Development or other relevant field A post graduate qualification in a related field is an added advantage 3-5 years’ experience working in a busy NGO or business environment with demonstrated Human Resources Management experience and high level of responsibility and integrity Demonstrated ability to work in teams. Human Resources Officer Location:   Jinja, Uganda   Human Resources Officer   Position: Human Resources Officer Reports to: Operations Manager Supervises: Sr. HR/Admin Assistant Location:   Jinja   Job Purpose:  The Human Resources officer is responsible for managing the human resource function for the central based technical and administrative staff for the Project. He/she will be responsible for managing staff contracts, benefits, and payroll in compliance with USAID and URC regulations.   Specific Responsibilities Oversee the implementation of the URC Uganda Human Resource management standard operating procedures. Develop and manage contracts, files, and payroll processes for project staff. Ensure adherence to local labor laws and practices and support staff enrollment in local benefit plans as appropriate. Tasked with advising management on local labor law related issues and changes thereof. Review of URC HRM SOP Serve as primary point of contact for the staff medical and group personal accident insurance service providers. This includes ensuring that all staff are covered at all times while on URC/ RHITES EC employment. Serve as primary contact person for all project staff to ensure HR support is provided. Facilitate orientation of new employees and ensure that the URC and USAID rules/ policies/procedures are well understood by all staff, providing guidance as necessary. Support new staff orientation, onboarding and other HR initiatives. Perform other tasks as may be assigned Required Experience and Qualifications Bachelor’s degree in Human Resource Management, Organizational/Industrial Psychology, Organizational Development or other relevant field in Human resources; A post graduate qualification in a related field is an added advantage 5-7 years’ experience working in an NGO or business environment with demonstrated Human Resources Management experience and high level of responsibility and integrity.
