Abt Associates, a mission-driven, global leader in research and program implementation in the field of international development, seeks qualified candidates for an upcoming USAID-funded Agricultural Systems and Institutional Strengthening project in Uganda. The objective of the program is to put Ugandan institutions on a true path to self-reliance and autonomy by improving their internal abilities to self-assess pain points and take intentional steps to make improvements. The program will work with both the public sector and private APEX organizations, improving business practices, enhancing relationship management, supporting institutional reorganization, etc. 

The Institutional Change Management Advisor will work with counterparts in private and public sector to identify and develop organizational change plans and strategies for maximizing employee adoption and usage and minimizing resistance to change within institutions. These improvements will increase benefit realization, value creation, ROI and the achievement of results and outcomes. This position is contingent upon a successful contract award to Abt Associates.

Key Roles and Responsibilities

  • Apply a structured methodology and lead organizational change management activities
  • Support design of methods and strategies to build capacity (individual and organizational)
  • Develop strategies that drive faster adoption, higher ultimate utilization of and proficiency with the changes that impact institutions and their employees
  • Conduct impact analyses, assess change readiness and identify key stakeholders
  • Work with communications staff to support communication efforts
  • Work with RME Director to design indicators and assess the organizational change impact
  • Provide input, document requirements and support the design and delivery of training and other OCD methods
  • Undertake organizational change assessments
  • Identify, analyze and prepare risk mitigation tactics and anticipated resistance
  • Support change management at the organizational level

Preferred Skills / Prerequisites

  • Master’s Degree in Organizational Development or Business Administration, or other relevant field
  • Eight (8) years of relevant professional experience diagnosing institutional challenges, i.e. working in government or private sector institutions’ HR departments and senior management to identify bottlenecks, develop and implement change plans
  • Successful candidates will have a proven record of managing teams to achieve results
  • Successful candidates will have a proven record of effective stakeholder engagement
  • Demonstrable analytical skills and experience measuring the impact of organizational capacity development activities
  • Extensive experience with capacity building in public and private sectors
  • Strong interpersonal skills and communication skills, initiative, good judgment, and problem-solving abilities
  • Advanced written/oral skills in English
  • Computer literacy
  • Experience in consulting, coaching, mentoring project teams
  • Experience in developing and managing organizational change
  • Ugandan national preferred

Minimum Qualifications

  • (8+) years of experience and a master degree OR the equivalent combination of education and experience
