How can you make a difference?
Under the supervision of Health Specialist – Health Systems Strengthening and the guidance of Commissioner Planning, Financing & Policy of the Ministry of Health, the consultant will prepare a road map for the development of the health sector strategy detailing activities, timelines, stakeholders to be involved in the process. Attend and, where relevant, facilitate meetings and retreats related to the development of health sector strategic plan. Work in close consultation with the Commissioner Planning, Financing & Policy of the Ministry of Health and the HSDP III Multi-sectoral Technical Working Group and the National Planning Authority.
Government of Uganda has initiated the process of developing the third National Development Plan (NDP III). A mid-term review was conducted on the NDP II and the results show that the country is ready for take-off and thus there is need to refocus the strategic direction in order to strengthen Uganda’s competitiveness for sustainable wealth creation, employment and inclusive growth and revert to the path for achieving middle income status.
The mid-term review revealed that development performance over the period presents a mixed picture with considerable progress registered; however, some challenges still remain. Lessons learnt include:
In view of the above lessons learned, the National Planning Authority (NPA) has proposed 19 national programmes that will provide the framework for implementation of NDP III. These will be developed using the value chain approach and/or service delivery chain approach to ensure all interventions targeting the various stages of the value chain as well as the relevant stakeholders are identified.
Each Ministry is expected to develop a sector priority issues paper and the costed sector development plan under the overall framework provided by the National Planning Authority.
This assignment is expected to be carried out for a period of 60 days spread over July 2019 to April 2020. The following are the deadlines that the Ministry of Health is working with:
Health Sector Strategy planning process: Under the guidance of Commissioner Planning, Financing & Policy of the Ministry of Health prepare a road map for the development of the health sector strategy detailing activities, timelines, stakeholders to be involved in the process.
Attend and, where relevant, facilitate meetings and retreats related to the development of health sector strategic plan. Work in close consultation with the Commissioner Planning, Financing & Policy of the Ministry of Health and the HSDP III Multi-sectoral Technical Working Group and the National Planning Authority.
Health Sector Situation Analysis: Review relevant documentation, including but not limited to: NDP II, HSDP II, NDP II Midterm review report, HSDP II Midterm review report, Program review reports, NDP II monitoring and evaluation framework, annual targets and indicators and existing monitoring tools, Annual Health Sector Performance Reports, Universal Health Coverage Roadmap for Uganda, the NDP III guidance and draft Health Sector Priorities paper. Based on the desk review and key informants interviews support the preparation of a synthesised situation analysis for health sector.
Assist MoH with the validation process for the sector situation analysis ensuring the participation of the MoH, Development Partners, Civil Society and consultants supporting the development of HSDP (M&E and Costing consultants).
Sector Priorities Paper Finalisation: Review and provide comments and inputs on the draft Health Sector Priorities paper and assist MoH with the validation of sector priorities in line with the agreed road-map and ensuring close alignment with NDP III processes.
Health Sector Development Plan: Based on advice of Commissioner Planning, Financing and Policy of the MoH, work with the MoH Heads of Departments and divisions to develop implementation proposals for identified projects in health sector. Provide technical input into these proposals and support their finalisation.
Draft, validate and finalise the Health Sector Strategic Plan III.
