QED is calling for a Chief of Party (COP) to lead the USAID Learning Activity (ULA) in Kampala, Uganda. The purpose of ULA is to strengthen and improve USAID/Uganda performance and the performance of its Implementing Partners, with a focus on collaborating, learning, and adapting (CLA), in order to enhance the impact and sustainability of USAID-supported contributions to Uganda’s development. ULA is a five-year contract that was recently awarded to QED. The incoming COP will join a fully staffed team of 30 people, managed by three senior directors. The activity is primed for the successful implementation of an exciting contract to promote evidence-based decision-making through high-quality Monitoring, Evaluation and Learning (MEL) and CLA to transform lives in Uganda.
The incoming COP will lead and manage the ULA by providing vision and overall leadership to activity operations; drive the achievement of program results by ensuring the provision of relevant and timely high quality services; facilitate the intended mutually supportive relationship between QED and the client; serve as the primary point of contact with the client on program implementation and management issues; supervise the work of staff and partners assigned to tasks under the program; ensure timely, accurate and user-friendly reporting on the progress and status of all services provided under the program; and ensure compliance and integrity of operations.
