Job Description

Background/IRC Summary:

 Founded in 1933, the International Rescue Committee (www.theIRC.org) is a world leader in relief, rehabilitation and post-conflict development services for those uprooted or affected by violent conflict and oppression. The IRC is currently working in over 25 countries around the world, addressing both the immediate and lifesaving needs of conflict affected people in emergencies and the reconstruction needs of post-conflict societies. 

The IRC was registered in Uganda in mid-1998 and implements rehabilitation activities in the sectors of Child and Youth Protection and development, Health, Economic recovery and Development and women protection and empowerment as well as contributing to the response to the Southern Sudanese Refugee situation. IRC Uganda has a head office in Kampala, field offices in Kitgum, Karamoja, West Nile and in Kiryandongo and South West.

International Rescue committee received funding for a 2 year project funded by BPRM with a goal of ”Empowering South Sudanese refugees and surrounding host community members to contribute to their own recovery and resilience through improved access to protection, GBV and livelihood services” in Bidibidi refugee settlement. 

As one of the components of the project, the Economic Recovery and Development (ERD) department is implementing a vocational skills training with the major objective of providing market-relevant skills and entrepreneurship training for the clients. This training is aimed at developing relevant skills among the youth  and provide  basic individual skills package for the youth designed for production/labor-based activities, basic entrepreneurship training to generate youth business, career counselling, and equip trainees with relevant documentation to boost their employment prospects and vocational education training; life/non-cognitive skills and employability competencies.  The training will be based on practical skills that aim to improve the skills of the trainees.

 The Vocational skills training is an integral part of the Livelihood support activity in post emergency response and meant to offer relevant skills to youth including women selected from the refugee and host communities to engage in productive economic activities. 

On that regard, the IRC is seeking competent candidates to provide vocational skills training to the persons of concern at community level in the skills areas of Tailoring, Catering and Saloon and Hair dressing that shall require 4 Consultant Trainers per skill training area that is( 7-tailoring,7-catering and 4 -Saloon and hair dressing) a total of 18 Consultant trainers.

IRC is currently looking for enthusiastic, hardworking and self-motivated persons to join our team to support the effective delivery of the organization’s mission.


The Vocational Skills Consultant trainers will take lead in administering the skills training within the 4 Zones in Bidibidi settlement under the supervision of the zonal Field ERD officers. The consultant Trainers will offer Vocational skills training in the 3 training skills areas to a total of about 300 beneficiaries segregated into 10 groups. One trainer will be allocated per group, per trade (skills training area).
The skills trainings will run for 5 hours in a day, 5 days in a week for a period of 3 months.


The purpose of the training consultancy is to train the youth on relevant skills in the 3 skills training areas that can enable them to acquire basic practical skills to prepare the trainees for employment.

  •   Gaining/enhancing familiarity of the trainees with basic skills that they can apply in their daily living to start and manage their own businesses.
  •   Identifying the competencies in their respective practical skills areas that can enable them for successful employments and businesses.
  •   Practicing the acquired skills and mentor the peers in their communities on the practical skills.

Expected Outcomes of the Training Consultancy

The project aims to and should achieve through the consultancy the following outcomes:

  •   Support 10 organized groups of youth including women to successfully acquire relevant vocational skills through the intensive training on practical skills.
  •   Train 300 youth and women on practical vocational skills that are relevant to prepare them for available opportunities for youth employment.
  •   To enable the trainees to successfully open their small businesses on either group or individual basis

Objectives of the Consultancy

The objectives of the consultancy are as follows:

  •    To train 300 trainees on basic vocational skills by 1st June 2020
  •   To identify and avail relevant and effective training materials/tools and conduct periodic practical assessments after every module by 1st June 2020.

Consultancy Deliverables.

  •  Prepare training plans and schemes of work for the respective training modules.
  •  Prepare record of work to check on the progress of the planned training activities.
  •  Track attendance of the trainees.
  •  Conduct periodic assessments on every module covered and keep the assessment records.
  •  Avail and assist in organizing and assembling the relevant and required training materials for the trainees.
  •  Prepare monthly activity report (training report) and submit to the supervising ERD officer in charge.
  •  Prepare end of training report that shall include:
  •    Achievements during the training period.
  •   Challenges or lessons learnt during the training.
  •  Possible recommendations and submit to ERD officer and the program manager.


Minimum Education:

  •   Certificate in Technical Education in Tailoring and Garment Cutting (TGC), Catering and Hotel Management (CHM), Beauty and Saloon from recognized institution, any Advanced level in Technical education in the related training trades is an added advantage.

Experience: 2-5 years of progressively responsible relevant experience, including:

  •     At least 2 years of more practical trainings in related professional experience in capacity building and training delivery
  •    At least 2 years of practical experience in training modules and relevant and required materials
  •     Proven track record in designing and the delivering of practical training modules aimed at capacity development of trainees.
  •    Experience in practical and innovative training approaches including hands on as a methodology in practical skills learning.
  •   [Desirable] Experience in working with organizations and/or with community groups including refugees as key stakeholders.

Required Skills and Expertise:

  •  Strong capacity building, training skills and creativity
  •   Excellent verbal and written communication skills, including facilitation skills
  •  Ability to establish and maintain good working relations with colleagues in multi-cultural environments
  •  Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability
  •    Ability to incorporate gender-sensitive design
  •   Ability to work independently and to meet deadlines under minimal supervision.
  •  Fluency in English with good verbal and written skills. Knowledge of the locally spoken languages is an added advantage. (Juba Arabic, Bari, Aringa, Lugbara and any other Languages spoken by South Sudanese refugees)

Duration and Timeframe

It is envisaged that the consultancy should be completed within approximately 30 working days. A tentative timeline for this consultancy is presented below. This will be finalized with the Consultant:




Pre-training preparations and Sourcing of training materials, delivery to the respective training sites and plan/schedule/Role assignments to trainees.

Payment Terms

Payments to the Consultant trainers shall be on monthly basis for the agreed period that shall be reflected on the engagement contracts, no advanced payments shall be extended before end of the respective months and shall be paid through  the MTN mobile money accounts of the Consultant trainers who shall then be requested to avail their registered contacts on MTN mobile money on the day of signing contracts to the Snr. Cash Transfer Program Officer.
