Responsible to: Manager Policy & Planning

Responsible for:-  Research Assistants


Review  budgets,  analysis  of  strategic  plans,  policy  documents  and  provide  guidance  on

budgets and work plans.

Key Functions

  1. Analyse the  Authority  programmes,  policies  for  accuracy  and  consistency  with  the National Goals and policy framework
  1. Analyse strategic plan options to guide the Authority in deciding investment priorities and resource allocation
  1. Prepare and submit economic reports
  2. Formulate and  facilitate  the  implementation  of  the  recurrent  and  development budgets of the Authority
  1. Review Work Plans and documentation
  2. Coordinate, provide technical guidance and support in planning activities and budget preparations to the various departments of the Authority
  1. Research and Draft policy options and concept papers for consideration by the Board of Directors
  1. Establish, develop,   review  and  maintain  an  appropriate  system/framework/tools suitable for data collection, monitoring and evaluation of the Authority’s projects and programmes
  1. Monitor and  evaluate  the  Authority’s  programmes/policies  to  inform  the  policy decision making process and enhance implementation
  2. Participate in   the   preparation   of  the  Budget  Framework  paper  and  Ministerial Statements
  1. Monitor Budget performance of the Authority
  2. Spearhead the review of Strategic Plans
  3. Perform any  other  duties  as  may  be  assigned  from  time  to  time  by  the  Planner (Manager Policy & Planning)


(a)   A   Honours   Bachelor’s   Degree   in   either   economics  or  statistics  or  Quantitative economics

(b)   A  Masters  Degree  and  post  graduate  diploma  in  a  related  filled  will  be  an  added advantage


A minimum of three (3) years relevant working experience served at the level of economist

in Government or equivalent level of experience from a reputable organization


a) Technical Good Interpersonal and communication, Computer skills.

b) Well-developed skills in economics and project planning and Management.

c) Understanding of government planning and budgeting processes

d) Has a good grasp of government policies
