Assessment of biomass potential and resource availability of coconuts in the Western Region

Task to be perform

The firm or consortium of experts or the individual consultant will be tasked with the delivery of the following:

  1. Prepare an inception report that outlines the approach to be taken to the assignment and outlines the deliverables to be produced (see also point 5, deliverables)
  2. Conduct an assessment of the value chain actors within the coconut production cycle (see also point 5, deliverables )
  3. Conduct and provide a detailed list of the (current and potential) uses of coconut waste in various production cycles
  4. Develop a detailed list of (formal and informal) vendors within GrEEn’s districts on where coconut waste can be collected
  5. Compile a summary report on the assignment, including recommendations for the GrEEn project
  6. For all reports and materials to be developed, draft and final versions, incorporating all comments from the GrEEn team and key stakeholders, are expected to be delivered.

Timeline and Estimated level of Effort

The assignment is scheduled to start earliest by 27th of September 2021.

The assignment is estimated to spread over a period of 2 months.

The following deliverables are expected from the consultant:

1. An inception report (report of max. 15 pages, excluding annexes), including

  • outline and agreed methodology for the assignment
  • detailed work plan and timeline
  • initial outline of the value chain mapping
  • agreed questionnaires and other tools for data collection

2.    Mapping of value chain and assessment of value chain actors in the coconut sector in the Western region

  • overview of coconut industry (vendors, areas with plantations)
  • overview of actors (demographics and the affinity to migrate), formal and informal
  • overview of vendors with contacts, formal and informal
  • overview of the involvement of women along the coconut value chain
  • case studies on coconut use from other emerging economies, including African countries
  • assessment of Ghana’s coconut waste sector  
  • assessment of potential and opportunities for Ghanaian SMEs to use coconut waste

3.    A PPT presentation to be used as part of a presentation for GrEEn staff and stakeholders

4.    A summary report of the assignment (report of max. 25 pages, excluding annexes (contacts of relevant vendors within the districts)


Required Experience and qualification

The assignment can be undertaken by or a team of up to 3 experts. Female experts are encouraged to apply.

The individual or team should (collectively) have the following qualifications, skills and experience:

  • Master’s degree or above in environmental sciences, agriculture economics, agribusiness or related field
  • At least 5 years of experience in the field of agriculture
  • At least 3 years of experience in working in the coconut value chain, including coconut waste
  • At least 2 years of experience in the renewable energy sector, including the nexus between agriculture and renewable
  • Experience in developing and conducting market research for SMEs in the agriculture sector
  • Knowledge of and work experience in the Western region

Application and Selection Process

Proposals must be submitted via email to by 23:59 GMT Friday 10th September 2021. Please include “Coconut Biomass” in the subject line.

Applicants should submit separate technical and financial proposals, in Word, Excel or pdf.

The technical proposal must include:

  1. A summary of the individual’s or firm’s/group’s understanding of the assignment, together with comments or suggestions on the Terms of Reference that reflect the consortium’s or firm’s appreciation of the scope as well as potential challenges of the assignment  
  2. A description of the methodology to be applied: an outline of a strategy/plan for how the assignment will be approached and how the listed goals and deliverables will be accomplished
  3. Description of the consortium’s or firm’s experience in conducting similar assignments
  4. A description of the resources to be assigned to this project (total number of experts, roles in the assignment, number of days per person, etc.)
  5. CVs of all experts to be involved in the assignment (including educational background, work experience and references)
  6. A tentative work plan
  7. At least 3 testimonials from previous clients
  8. Examples of previous research, studies or assignments conducted in relation to coconut waste (web links to reports preferred).

The financial proposal must include:

  1. Personnel costs
  2. Costs of logistics and communication as applicable.

The selection will be done based on value-for-money considerations. This also means that applicants are encouraged to highlight in their proposals how existing or on-going studies and knowledge accessible to stakeholders in Ghana can be leveraged on.

Assessment Criteria

SNV will score the received bids based on the technical offer (75%) and the financial offer (25%).

Technical proposals will be assessed using the following criteria and weights:

Cost estimate

The estimated cost of this assignment is 40,000 to 60,000 GHS (gross, i.e. including VAT and any other taxes as applicable).

Value for money is important to SNV and will be considered when analysing the proposals received. This means that we are looking for the most effective use of the budget offered.

Contract terms and conditions will be negotiated upon selection of the winning bidder for this assignment.

Individuals or teams of experts with strong proposals may be contacted for interviews before award of the contract.
